While serving as Civil Rights Manager for the City of Phoenix Public Transit Department, Dr. John Cleveland completed three FTA mandated triennial EEO plan updates for the Public Transit Department and developed and published formulas for the establishment of employment underutilization goals for minorities and women. His experience positions Cleveland Civil Rights Consulting (CCRC) to offer the following services to FTA recipients and subrecipients of federal funding:

 Development of FTA required (every four years) EEO Program Plan to include:
         ✓  Workforce analyses of minority and women employees
         ✓  Establishment of hiring goals and timetables
         ✓  Analyses of employment practices
 Annual monitoring and analysis of progress toward hiring goals for minorities and women.
 Investigation and resolution of EEO complaints.
