Title VI and Environmental Justice Compliance

Revisions to the Federal Transit Administration (FTA) Circular on Title VI requirements for transit administration recipients (FTA C 4702.1B) dated October 1, 2012, and the FTA Circular on Environmental Policy Guidance for transit administration recipients (FTA C 4703.1),dated August 15, 2012 demonstrate an increased emphasis by FTA on Title VI and Environmental Justice compliance.

Environmental JusticeDr. Cleveland of Cleveland Civil Rights Consulting (CCRC) has years of experience in identifying adverse and disproportionately high and adverse effects of transit decisions on minority and low-income populations. In addition to numerous transit equity analyses that he conducted for the City of Phoenix Greater Metropolitan Area, Dr. Cleveland completed two comprehensive Title VI assessments for the City of Tempe for 15 proposed transit service and fare changes designed to achieve over eight million in cost savings. He also completed three Title VI Triennial Update Plans for the City of Phoenix and its subrecipients.
